The subroutine insertrule takes a sentence and a ruleset as arguments. It adds the sentence to the ruleset; and, if ruleindexing is true, it uses ruleindex to index the sentence in the ruleset.

insertrule differs from saverule in that it does not check whether a fact is in a ruleset before adding it to the ruleset.
